Dave Watson is a veteran executive with more than 25 years of experience in the healthcare technology industry. As CEO of Cal INDEX, he is leading a statewide, next-generation health information exchange (HIE) for providers, payers and patients across California.
Prior to Cal INDEX, Dave held a number of senior roles including heading healthcare product strategy for Oracle. Before that, he was chief operating officer of MedeAnalytics, where he was responsible for product management, software engineering and client services for its portfolio of analytic solutions. Before joining MedeAnalytics, Dave served as senior vice president and chief technology officer for Kaiser Permanente, where he was the prime architect of the KP HealthConnect™ initiative that produced one of the most successful large-scale clinical system deployments in the world. He also led technology strategy, architecture and information security services across Kaiser’s hospitals, medical groups and insurance businesses, which today serve over 9 million members in nine states. Earlier in his career, Dave served in a variety of executive IT roles at Baxter Healthcare and Allergan.
Dave is a graduate of the University of Pennsylvania’s Wharton School’s Executive Development Program and holds a bachelor’s degree in economics from the University of Southern California. He lives in the San Francisco Bay Area with his wife and two sons.

Greg LeClaire
Chief Financial Officer and Treasurer
Greg LeClaire has extensive experience in finance and accounting and has served as chief financial officer for a number of different start-up and publicly-traded healthcare, technology and manufacturing companies. Prior to joining Cal INDEX, Greg served as chief financial officer for three companies within Aetna Inc.’s Healthagen division, including Medicity, Inc., a provider of health information exchange and technology enablement solutions; HDMS, Inc. a provider of analytical healthcare reporting tools, and Population Health IT, a centralized Healthagen software development organization. Prior to that, he served as chief financial officer for ClearOne Communications, Inc., a communications solutions company, and for Utah Medical Products, Inc., a specialty medical device manufacturer. He also has consulted for and served as chief financial officer and vice president of finance and administration for a number of early-stage startup companies.
Greg holds a master’s degree in management from Stanford University’s Graduate School of Business and a bachelor’s degree in accounting from the University of Utah.
Andrea Leeb, R.N., Esq., CIPP-US
Chief Privacy Officer
Andrea Leeb has extensive experience providing legal counsel on issues related to the privacy and security of healthcare information. Prior to joining Cal INDEX, she served as assistant managing counsel for L.A. Care Health Plan in Los Angeles, the nation’s largest publicly operated health plan serving more than 1.6 million members. Prior to that, she was senior director, global privacy risk and quality for McKesson Corporation in San Francisco, where she worked on the development of an enterprise privacy program, and revised prior enterprise privacy policies and procedures to comply with the HIPAA Onmibus Rule and the HITECH Act, including enterprise policies and strategies for sharing de-identified and aggregate data. At UnitedHealth Group, she served as chief privacy officer/senior associate general counsel for UnitedHealthcare government programs, which included Medicare, Medicaid and Medicare Supplement products and provided healthcare services to approximately 25 million members in 50 states. In that role, she was responsible for building a comprehensive data privacy and security program, and developing and implementing privacy policies and procedures to ensure compliance with state and federal law, including HIPAA. Before joining UnitedHealth, she served as legal counsel and privacy official for Medtronic, where she was Medtronic Diabetes’s first privacy officer. Earlier in her career, she worked for several law firms.
Andrea received a law degree from Benjamin N. Cardozo School of Law in New York and bachelor’s degrees in science and nursing from Georgetown University in Washington, D.C. She earned an M.F.A in creative writing and literature from Bennington College in Vermont. She is a member of the Bar in California, New York and Florida. Prior to practicing law, Andrea worked as a licensed registered nurse and served as a nurse officer in the Commissioned Corps of the United States Public Health Service.
Jerry Peters
General Counsel
Jerry Peters is a former Chair of Latham's Healthcare Practice. The practice focused on business, transactional, and regulatory matters for healthcare clients, including healthcare systems, hospitals, physician groups, payers and ancillary service providers. He serves as outside counsel to healthcare providers and as lead attorney for providers and payers in transactions requiring strategic business planning. His areas of expertise include mergers, acquisitions, joint ventures, development of integrated healthcare systems/ACOs, restructurings and spin-offs, medical practice consolidation, physician group formation, regulatory compliance, contract negotiation, fraud and abuse, corporate law and tax-exemption law.
Mr. Peters has been recognized for his healthcare expertise in California by Chambers USA and The Best Lawyers in America. Nightingale's Healthcare News named him one of the 12 "Outstanding Health Care Transaction Lawyers." He was ranked as one of Americas top 10 Healthcare lawyers in Legal Media Group’s: Guide to the Leading US Healthcare Lawyers, listed as one of the Top Attorneys in Northern California by San Francisco Magazine and American Registry, and named to the American Health Lawyers Association’s inaugural class of Fellows (a Founding Member).
Mr. Peters has published three books on healthcare business transactions and co-authored four others on various healthcare topics. He has published numerous articles on healthcare legal and business issues and has been a frequent speaker in the US for more than 20 years. He served as an Adjunct Professor of Healthcare Law at the University of San Francisco School of Law.
He is currently Chairman of the Board at Huckleberry Youth Programs and a Director at Hospice by the Bay. He is a former Board Member of the American Health Lawyers Association.
Douglas Hart
Vice President of Marketing and Business Development
Douglas Hart has held marketing leadership roles at a number of healthcare, technology and consumer product companies and has more than 17 years of experience executing effective marketing campaigns. Prior to joining Cal INDEX, he was vice president of marketing for ConvergeHEALTH by Deloitte, which was created when Deloitte Health Informatics, LLC and Recombinant By Deloitte, two business units of Deloitte focused on developing and delivering transformational solutions for the Life Sciences and Health Care market, merged. Doug led the rebranding initiative and launch of ConvergeHEALTH. Before Deloitte, Doug was vice president of marketing and corporate communications for MedeAnalytics, where he oversaw all marketing programs for payers and providers. Before that, he was director of marketing for 4medica, where he drove the strategy around the integrated health record providing inpatient, outpatient and outreach solutions. Earlier in his career, he spent seven years at McKesson in a variety of increasingly senior positions, including senior director of marketing for RelayHealth, a McKesson company. Prior to that, he held positions in sales and marketing at various companies, including Sony Corporation of America.
Doug earned a B.S. in electronic engineering technology from the University of Southern Mississippi.
