A health data exchange for all Californians

The California Integrated Data Exchange — Cal INDEX — is an independent, nonprofit organization developing a statewide, next-generation health information exchange (HIE).  Cal INDEX will allow physicians, nurses and hospitals throughout the state to share patients’ health information and will provide them with the tools to help them give their patients the safest, highest-quality care possible.

Cal INDEX will provide the underlying data and technology platform to:

Improve the quality of care by providing clinicians with a unified statewide source of integrated patient information

Facilitate coordination of care between hospitals, physicians and health plans

Improve efficiency and reduce the cost of healthcare

Encourage healthcare technology innovation

Improve public health by providing de-identified data for medical research

Cal INDEX is unique in that it will be one of the largest exchanges of its kind, initially providing physicians and nurses with secure, on-line access to approximately 9 million health information records – or nearly one-fourth of the state’s population.

Private funding of approximately $80 million in seed funding, covers Cal INDEX’s first three years of operation.

Cal INDEX is open to all health plans, hospitals and doctors in California.

"I am very pleased to see this innovative private initiative to promote better care, better quality and lower costs for individual patients with the potential for improvement of the health system as a whole. This can be a powerful tool for patients, their doctors and all their healthcare providers to make the best possible decisions about their health."

Diana Dooley

Secretary of California Health and Human Services (HHS)

“As one of the oldest and most advanced multi-stakeholder exchanges in the country, we understand the benefits that the electronic exchange of health data can have in terms of improving the delivery and quality of care. Claims and eligibility data adds important elements into care delivery and streamlines the process. The Santa Cruz Health Information Exchange welcomes Cal INDEX because the more regional HIEs, providers and plans that participate, the more all Californians will benefit.”
